Mouse/Touchpad problem

My laptop has a touchpad, and a mouse. By default, the mouse is in use
whenever it's plugged in. However, once in a while, and today is one of
them, the system boots up with the mouse disabled and the touchpad active.
Rebooting didn't help. I looked into Control Panel | Mouse, but couldn't
see anything promising.

What's the cause of this - or more to the point, is there a simple software
method to switch from touchpad to mouse?
 
NO! The laptop has a BIOS settings which tells it which "mouse" to use.
Options may be : External/ Internal / Both or Touch Pad / PS/2 .
 
USB mouse? This happens with USB mice occaisionally. I've seen it happen
on laptops and desktops alike. Unplug the mouse and plug it back in
fixes it.
