mouse sticking on tooltips

Hello,
I am running XP Pro SP2 on a fast new laptop. For a few weeks all has
been good but over the last few days my cursor has been sticking
randomly when I move it over or passed an icon, link, the start bar,
anything that generates a tool tip. It's only momentary but is
beginning to become very annoying. My mouse is also new, a Microsoft
Notebook Optical Mouse 3000. This occurs even by running the cursor
across the taskbar straight after start up with no software
applications running.

I have a second similar laptop with the same setup and running
virtually the same software and even an identical mouse. The second
machine in almost a year old and does not have this problem. Swapping
the mice between machines doesn't fix the problem.

Has anyone else experienced this - does anyone know the solution?

This might help.. In Control Panel, Mouse, Motion tab, disable "Smart Move".

Thanks for this suggestion but the IntelliPoint mouse driver does not
have a "Smart Move" function. I have however checked all the mouse
functionality and ensured it is reduced to the minimum both in the
mouse control and accessibility control areas. Accesibility controls
do have a sort of "smart move" function but this was already turned
off. I have also run the UniBlue Registry checker but still the
annoying problem persists.

Perhaps the "Open submenus when I pause on them with my mouse" option is
the cause. Right-click the Start button, click Properties, Customize
button, Advanced tab. It's the top item.
