Mouse scrolling

My home computer has a Dell mouse. It will not scroll withthe scroll wheel
in a window. Say, I open a directory that moves data horizontally, my scroll
wheel will not work and I have to click the bar under the window. At work I
don't have that problem. How can I fix that?
 
Does your mouse need a clean?

If you rotate (in the direction of the arrow) the round flap on the
underside of the mouse and take out the ball you will find three rollers.
In general use these acquire dirt and hair etc which makes it very difficult
for them to turn. Just gently scrape the muck off with a fingernail (and
blow out any that's accumulated in the body of the mouse), clean and return
the ball and the flap and you'll be surprised the difference it makes. I
would suggest this be done once a month.

If your mouse doesn't have a flap don't worry. Some don't!

I should have said that it works on vertical scrolling. In other words it
will scroll a window that moves up and down, but not one that moves side to
side.
