To change the appearance of your mouse pointer:

1. Open Mouse in Control Panel.
2. On the Pointers tab, do one or both of the following:
3. To change all of your pointers at one time, select a new scheme under Scheme.
4. To change one pointer, select it in the Customize list. Click Browse, and then
double-click the name of the new pointer you want to use for that task.

Also:

Download Ad-aware SE and scan your PC for the presence of spyware:

Carey,

Thanks for replying but simply changing the appearance of the mouse will not
prevent this from happening. It seems that another type of option has been
turned on. the only way i know to describe what's happing is like i mentioned
earlier...SOMETIMES for some unknown reason when i place the mouse over SOME
words it will TEMPORARILY turn rainbow colored then turns back to its new
neon green color.

One of two things - someone (do you have a teenaged daughter?) has
installed a new mouse theme and going to the Control Panel applet and
changing the theme as suggested by Mr. Frisch will indeed work. Or
someone has installed Comet Cursor or the like, which should be
uninstalled from Add/Remove Programs and then spyware scans run with
Ad-aware and Spybot Search & Destroy.
