Mouse Pointer

I have a problem with my mouse pointer it constantly has an hour glass
attached to the pointer. I have nothing running in the background and i have
checked the mouse pointer settings which are set to the windows default.
This is really frustrating does any one have any ideas?
 
Scan your system with latest virus definitioned antivirus/adaware/spybot
search and destroy.
Run all the latest versions in safe mode.

What exact checks did you use to make sure "nothing was running in the
background"?
