Mouse pointer jumps from text boxes

When the mouse pointer is moved over a text box, it jumps down and to the
right. This happens at the login screen and in any dialog box.
In excel, when a cell is selected, the cursor moves to a cell which is up
and to the right by several cells.
The pointer moves normally when no windows or dialog boxes are open.
Any ideas as to a cause and fix??? No untoward processes seem to be running.
