Open Windows XP's "Help and Support Center" and type: TEXT SERVICES ,
and hit enter.
Then click on "Turn text services off or on".
You need to turn-off text services.

USB Optical Mouse by any chance? My old Logitech's both did that (not at a
horrible frequency) and it has to do with two refresh cycles overlapping. I
never did find a cure. Now I use an MS USB Optical and it has only happened a
couple of times.

Same thing happens if you try using a different mouse?

If you are using one of the ps/2 mice or a usb mouse that
has a ball on the bottom, you need to twist the ring of
plastic and remove it and the ball. You'll find several
"rollers" inside, on axles. They will be covered in tight
white/gray dust / lint. The rollers should be dust-free and
black / white. The axles should be dust free.

This is a good reason for spending $10 or $15 and getting an
optical mouse. I recently purchased a usb 2.0 optical mouse,
and-- while I'm going to need to replace it with a more
expensive one-- my mouse issues are 90 % better.

Good luck!
