i had this issue once with a DEXXA optical mouse...
instead of rebooting i disconnected the mouse for a sec and connected it
again and that seemed to work, but eventually this became too much so i
got a new mouse

It is quite often a result of the mouse driver and the video driver
arguing over which controls the pointer. It is easy to check on -
Control Panel - Display - Settings, Click Advanced, and on the
Troubleshoot page reduce the acceleration slider one notch or two. If
one does it, there is negligible loss of performance: if two are needed
look for updated video drivers from the maker's site.

If your mouse is a ps/2 mouse don't disconnect it with the computer running.
One little oops plugging it back in and your keyboard won't work either
(unless your handy with a soldering iron and replace the little, and I mean
little fuse on the motherboard)! If you have a modem it may very well be the
cause of your troubles. I have(had) an Actiontec modem that raises Cain with
my mouse , surprise too, considering I have a usb mouse. If you have the
option try a different modem. Try running msinfo32.exe and look for modem
and mouse and see if any sharing or conflicts with irq's or resources.
