Mouse cursor sticks as "move" icon? XP Pro

I'm using windows XP professional on my dell inspiron 8200 laptop and whenever I go to move a window around using the blue gradiant bar on top of a message window in windows messenger as well as Nero Burning ROM my cursor changes to the two-directional cross "move" icon and it does not return after I release the mouse button and I have to go into mouse properties and reset the mouse cursors to windows standard every time. This is very annoying, anyone know how to fix this? Thanks!!

Try going to dell support site, and download and install the latest version
of the graphic driver for your notebook. I have experiencing similar
problems with my dell 8100, but after installation of newer drivers the
problems are gone.
