mouse 'click to select' function destroyed in Outlook

a failed canon program install hijacked my mouse click to select funtion,
directing it to their setup program. A registry cleaner changed this to give
MICROSOFT OFFICE OULOOK message box (with a red cross) THIS OPERATION HAS
BEEN CANCELLED DUE TO RESTRICTIONS ON THIS COMPUTER.PLEASE CONTECT YOUR
SYSTEM ADMINISTRATOR. This is a free standing home computer I own, I have
administrator priveledges
The problem happens in all versions of outlook (prev using office XP), but
is fine in browsers.
 
Reset your Internet Explorer settings;
Tools-> Internet Options-> tab Programs
