Can someone tell me the purpose of this file sitting in the Systems Volume
Information folders. It seems to be interfering with Defrag. Is there a way
to delete this datbase?

The System Volume Information folders contain your restore points. You don't
want to delete them.

What leads you to think that your restore points are interfering with Disk
Defragmenter?

Thanks Ted. I have Restore disabled becouse I'm using a differnet tool.
This is reflected as unmovable space on my hard drive.

Follow these instructions at your own risk.
I assume no responsibility for any adverse outcome.
That said, I have experienced no problems doing it when system restore
has been turned off on all, or at least the selected drive.
Boot into safe mode and login as Administrator then right click on the
undesired folder and choose properties, then owner, (I am advising this
from memory so instructions may be slightly off.) enter "Administrator"
verify, and choose full control. Apply to folder including subfolders.
Once this is done you may delete the folder.
