motherboard jumper and start up help

i got a 4000531 mobo

i got ram,power supply, and etc. installed

now when i plug it into the monitor and try to start it up

it wont show video

i hear the hdd spin off

and i got the jumper settings right for the bios

got any ideas? maybe even the manual for it?

Assuming the jumpers are set properly, try removing and disconnecting
everything except the video board, CPU, and memory and try booting. If it
still won't boot, try a different video board. Try a different power
supply. If it still doesn't boot, try a different CPU if available. If it
still won't boot, throw the motherboard in the garbage and start over.
