more user account options?

My sister has XP Home Edition.Is there any way to have
more than just the two user account options of
Administrator and Limited?
If not is there any way to give a limited account user
more options of things they can do or use like add the
ability to install programs. I don't want the 14 year old
to have an administrator account but I would like to give
him the ability to do more that just the default.

Accounts can be added to custom groups (but in
Home they then may no longer show as limited)
and these custom groups can be used to grant some
things. However, it all depends on what one wants
to grant. Access or denial of access to specific
areas in an NTFS partition, or to specific executables
stored in NTFS is, for example, simple to do. But
granting some things is simply not possible, such as
installing applications that install for all users instead
of for just the installing user, without granting so much
that one might just as well grant admin.
Again, it all depends on what one wants to grant or deny.
