It's set to 60hz. I changed it to 70hz and the desk top got too big for the
screen.
The flicker is there, but not too bad.

Yes it will. It affects the sweep and so the monitor needs to be
adjusted to compensate.
 
I just changed my refresh rate about a week ago and the desktop size
changed. I would suggest to the OP to set refresh to >75 mhz. I'm
sensitive to flicker and set my CRT monitors to 85 hz.

I've seen flicker isolated to one spot on an old NEC monitor, and it lasted
another few years before dying.
