Monitor will not sleep

I am using xp pro.

My monitor will only go into sleep mode if I set the timeout to either 1 or
2 minutes, if the power properties are adjusted for longer than that then
nothing happens.

Is there a place in the registry that can be adjusted to fix this problem?
