monitor trouble

when I turn on my computer the video is all garbled.
however if i reset the computer or restart it the video is
fine. if I shutdown and turn the computer on again the
video is garbled. What can be the problem????
 
Something is not making a good connection when the PC first starts. Make
sure all cables seated properly and reseat the video card in the PC.
