Windows XP monitor shut off

I have my power scheme set to shut off the monitor after three minutes of non-use, but it doesn't. It used to, even using a cordless mouse, but no more. How can I fix this?


Dell Inspirion notebook.
Windows XP sp 2

An HP printer, a Canon scanner, and the Micrsoft mouse, but they have been connected since I got the laptop, as has the Actiontec router, and no problems with shut off until a couple of weeks ago.
I've tried resetting the time, and restore. Perhaps something in the registry has changed? But in that case, I wouldn't know what to look for.

Quite a strange one this..I had a laptop that kept waking up in the middle of the night, in the end found it to be the router as its always on and for some strange reason the slightest activity inb the router caused the screen to come on...
