monitor Screen keeps screwing up

When I change my resolution in any program, or when I tell the programs to go
to Full screen my screen goes all black and then I get colored horizontal
lines through it. I get sound, and it seems like the monitor is trying to
display, but its not working. I recently downgraded from a 37" lcd monitor/tv
to a 21" crt and then upgraded to a 22" lcd thinking it might be the
monitors, but nothing has seemed to work yet.. any ideas?
 
What graphics card and what version of graphics drivers are you using?
 
Im using the Nvidia GeForce 7800 GT and I have the most recent drivers as of
today, iinstalled them and I stil have the same problem, if it helps I have
them in SLI mode, tried them in stand alone and they still had the same
problem

Running the 32-bit system Windows Vista Home Premium
