monitor problems

Please help.
My monitor has fast moving , faint horizantal lines .How do I stop this ?
Also I had asked two questions on 2/14/06 with no answer. Can any one help ?

1. check connection between monitor and PC. a loose connection cause lines
2.also make user there are no electrical interference from another appliance
close by(fans, some radio)
3. make sure the monitor is plugged into a properly grounded outlet or
indirectly through an UPS
4 check display setting too high resolution or refresh rate can cause
trouble but usually more than just some fast moving horizontal lines

Some large motor or industrial appliance or some mal-behaved wireless can
device can also cause trouble.

I have a similar problem, but is more severe than just lines across the
screen of my monitor. It started as lines, but if I figeted with the monitor
itself, they would go away and the screen would straighten out again. I
thought it might be the connection, or that I needed a new cable for the
monitor. Now it has gotten so much worse that I usually can't even see the
bottom half of my screen, and then the whole thing scrambles and shakes so I
can't see anything. I'm a student, and I spend most of my study time
shifting the monitor until I can get the screen back to normal. Any
suggestions?
