Monitor Power Scheme not working

I have have been asked to set all my workstations to lock after 60 minutes
and the monitors to shut off after 20 minutes. I did this for all the
workstations but only some of them do it and some of them don't. Is there a
way to tell what is stopping the screensaver from kicking in or the monitors
from shutting off after 20 minutes? The screen savers are the plain Windows
XP set for 60 Minutes with a on resume, password protect option checked.

Have you checked in Control Panel |Performance and Maintenance|Power
Options for a conflicting setting
