Monitor installation

My company has Windows 2000 pc's in the field. The users
aren't administrators and when we replace the monitor, we
have to have them log on as administrator and then back on
as themselves or they get a message about not having
authority to install new hardware. Is there a way to let a
monitor install without being an administrator?
 
When the new driver is signed and correctly preinstalled, the update will occur automatically,
no need for administrator (or any user) to log on at all.
Your monitor vendor should provide a signed driver for you.

About how to preinstall drivers, please read on the online documentation (MSDN, technet, KBs).
*After you've read the docs* and it still doesn't make sense, ask in microsoft.public.development.device.drivers
