Monitor flickers

I have two computers hooked up and a KVM switch between them. The display
flickers from the second one for some reason. My first thought was the video
card so I ordered an new video card and installed it and nothing changed. My
second thought was KVM switch so I completely swapped the KVM switch over
cables and the problem remained with the same computer. Si I now Know:
1) The video card is fine
2) Nothing is wrong with the monitor as any other computer plugged into the
same cable displays fine.
3) Nothing is wrong with the KVM switch as swapping it around made no
difference.

Where do I go from here? What else could cause a monitor flicker?

When you say flicker, how bad is it? The kind you might get if you run the
display at a low refresh rate?

Does the cable from the bad one run close to anything that might cause
interference?

Are the computers plugged into the same outlet?

It is enough to be annoying the screen is constantly jumping a pixle or two

Cables are not an issue and not near anything

computers are not plugged into the same outlet but are on separate ups
supplies and a different computer plugged into the same place has no issue.

You should have tried directly connecting the monitor to the PC that
shows the problem, completely eliminating the KVM from the config.
Si I now Know: 1) The video card is fine 2) Nothing is wrong with the monitor as any other
computer plugged into the same cable displays fine.
3) Nothing is wrong with the KVM switch as swapping it around made no difference.
Where do I go from here?

Keep analysing what is different.
What else could cause a monitor flicker?

You dont say exactly what the 'flicker' consists of.

Check what refresh rate the monitor is being used at with both systems
and if that's the same, what screen modes are being used too.

You can get a shimmer in the video image with some high current
devices like fan heaters etc and that can affect only one of the video
cards, essentially because they arent all equal on the immunity to that.
