Modifying Frequent Programs List in the Stat Menu

Does anyone know of a way of modifying the Frequent Programs List.
Changing the order they show up or even adding a program you don't
really use that much.

I'm guessing these have to be stored somewhere but I can't find where.

The order of the items in this list cannot be manually arranged (they are
arranged according to how often they are used).

If you want a program added to the list, use that program.

most frequently used programs list).]]

are used and displays them in order of most used (top) to least used

Beats me. I know that User tracking is what tracks it. The system tracks
the programs users run, the paths they navigate, and the documents they
open. The system uses this information to customize Windows features, such
as personalized menus.

NoInstrumentation and Turn off user tracking.
