modified date

When a file in a subfolder changes, the subfolder's "date modified" listing
is updated but the parent folder's is not. Why is this? Is there a way to
change this?

Hmm.. my XPhome laptop doesn't appear to do that...Just placed a new
shortcut & updated an existing text file inside c:/myTemp/Notes/ date
modified of the folder /Notes/ is still saying 8/21 even after
close/reopen/refress. Haven't booted yet .
