Mandatory user profiles used in a domain will not save changes to the desktop.
Otherwise you could change ntfs permissions on the desktop folder for a user to
read/list/execute instead of full and you as an administrator will have to take
ownership of that folder so that the user can not change permissions back. Of course
any user with administrator rights could change permissions on that folder, so
locking it down would only work for regular users. --- Steve
