modem won't disconnect

using v.92 modem to connect to the internet. session
establishes and operates normally. we use the networking
icon in the win 2000 system try to disconnect by clicking
disconnect. this operation fails. modem does not
disconnect. session remains up and communicating. is
there a setting or conflict i may be missing?

The only time I have seen something like this is from
