modem switching baud rates

Windows 2000, after I set my baud rates to a low rate, my
modem continues to dial out at 56k. I can see this in the
modem log but absolutely nowhere do I have this speed set
(modem options, comm options).I do not have anything in
the init string, this does not seem to make a difference.
Is it possible that the software calling the modem is
specifying this speed somehow?

You need to read the AT command set language for your particular modem.
Somewhere in there you'll find the commands necessary to limit the speeds at
which your modem will try to connect.
