USR 5699-02 modem stuck on one baud rate

Hey all,
I have a head scratcher.

I have a dell computer with XP SP2. I am using a USR 5699-02 internal
win modem.

When ever I try to dial out the modem always connects at 33600. Doesn't
matter what programs I use, it still connects at 33600. I can change all the
settings I can find, but it still connects at 33600. The only way I can stop
it is to go directly to the modem and enter the at commands to make it
connect at another baud.

I have looked at the modem settings in Dev Manager & Phone and Modem.
Tried changing these with no luck. I tried changing the baud in the programs
I use and it doesn't effect it. I can change emulation, stop and data, etc
and it will change, but not the baud.

Another suprising way to change it is to logout and then login as the
administrator. Then it will only connect at 14400 and nothing else.

I went into the AT setup on the modem and see that it is using the
command for viariable baud, but doesn't seem to matter. Checked the
computer's ini files and registry, but couldn't find any strings that might
be hidden.

Any one know if there is something I might be missing?

A couple things:

Line quality may affect connection speed. A Modem Fact of Life.

Another thing you may want to try: That particular modem is flashable.
Meaning you can upgrade the firmware. You can also get newer dirvers
for it.

It's one of these two:

Enable the debug log of the modem.
Then connect and look at the log. Will you see some commands or replies that
explain this behavior?

Yes, this is how I found out the cause of the connection problems. When I
dial with the modem, I make the connection and then open the modem
properties. Going to the Diagnostics tab I can then open the modem log and
see what transpired for that connection.

We are dialing into a access controller. We are connecting to are USR 56K
modems. This will work using the same phoneline plugged into a Windows 98
machine.

Ok,
I have a log of what happens when the modem connects. I don't think it
is line noise because if I stipulate in my software to only connect at a
specific rate then that is all it should do. I am not saying connect at
33600 anywhere in my settings.
