Modem connectivity on COM3

Problem: Trying to dial into the internet, Windows XP does
not recognize installed modem on COM3. It can only see
COM1 and COM2. Troubleshooter doesn't help, did
everything possible. Modem works because I can e-mail but
I can't access the web. Problem was seen before and I
can't remember how I fixed it. None of the web prgrms
(MSN, AOL, JUNO) work. Hints? contact numbers?

This is a bit confusing. If XP didn't recognize the modem, it wouldn't be
dialing out or getting your email. And as far as it goes, com3 is the most
common port for a modem to be on, as 1 and 2 are the physical ports on the
motherboard.

You might want to contact your ISP and make sure you've got everything
configured properly.

In IE \ tools \ internet options \ connections, do you have the
correct ISP indicated as the default? I assume this would be the same
one used for email.
