Do dotnet have a module as apache's mod_rewrite??
if yes, will server performance downgrade??

There are all sorts of URL rewriting HTTP modules out there for
ASP.NET--just Google for some and pick the one you like best. .NET 2.0 also
has some built-in URL rewriting capability, and there are examples in the
quick starts at http://asp.net.
