MOA/BCM Integration fails

When I try to integrate a new install of BCM 2007 with a new install of MOA
2009, I get the message:

"Business Contact Manager of Outlook database is in an incompleted
integration state, probably due to previous unsuccessful integration attempt.
Please restore the Business Contact Manager for Outlook database to its
pre-integrated state and then try to integrate again. Thank you.:

WTH is this?

BTW, this is a clean install to Vista (32) on a new machine that did not
have any previous software installed.

NOWHERE can I find anything about "incompleted integration state" or how to
"restore to pre-integrated state".

ANYONE have any ideas about this?
