MMC group policy question

I have created a group policy using the MMC. It works on the computer I
created it on, but all settings apply to users and the administrator.

I moved the policy I created to another machine and the group policy only
applies to the users, which is what I want.

Can someone tell me what is wrong with the first machine. I do not want the
group policy to apply to the administrator account

Thanks, worked great. Now if I want to remove the "run" feature from my
start window, will I be able to get back to the MMC?
