Missing windows XP standard toolbar

the toolbar shows only the quick launch bar and the language bar, but the
runing programs / applications
i can see the runing applications only with Alt+Tab key combination

how can i resolve this problem

This solution works perfectly. I had the same problem after an update, and
this fixed it perfectly.
