Missing wgsan.exe error

I was following the microsoft knowledge base article 310937. After editing the registry it tells you to run a command regsvr32.exe c:\winnt\system32\msrd3x.dll. When I did this I got the error windows cannot find wgscan.exe. Any suggestions where I can get the.exe? Or what I can do to run the regsvr?
 
Two separate issues here. wgscan.exe isn't an operating system file and has
nothing to do with DLL registration.. You might want to run a virus scan.

regsvr32.exe should have returned with one of the codes listed in this
document.

I am running TrenMicro CSM for virus protection. Could it be interferring with registering the dll?
 
I wouldn't think so but you can try disabling it then register again. Also
note the file name is 'Msrd3x40.dll' not 'msrd3x.dll'
