missing toos menu

I've set the startup options to hide certain menu options
etc. in one of my databases. I want to make a change to
these setting but the 'Tools' menu option is missing. Any
thoughts on how to get it back? TIA

Try repairing this database. YOu may have lost it due to a
problem of some kind. Give the repair option on the
Help|Detect and Repair menuchoice a try.

Try holding the Shift key down why you are opening the database.
