Missing tools

I was helping a colleague to import the old settings to his
mail accounts to Windows Mail, but the menu items File, Edit, View,
Tools are gone.

How do I get them back?
Here is a link to a picture so I can see what I am missing:

Click Organize > Folder and Search Options > under Tasks section, click "
Use Windows Classic Folders " > OK
