Missing tools - line

I was helping a colleague to import the old settings to his
mail accounts to Windows Mail, but the menu items File, Edit, View,
Tools are gone.

How do I get them back?

Sounds like your colleague is in fact using Windows Live Mail and not WM?

There is an option to the right of the top toolbar in WLM, next to the Help
Icon, to enable show all menus.

If they are indeed using WM, then what effect does left Alt, T, A have.
