Missing this file? IPWORKS.dll

I know i have been infected by IST.toolbar it will not allow me to use my
floppy drive to reinstall my original win98se, i dont mind removing
everything.
It shows that IPWORKS5.dll is missing...hmmm.
I have a Toshiba laptop. Is there a way to use the CD only and to NOT use
the floppy drive to do a clean re-install.
It will not allow me to get online to download any help and all spyware
stuff isnt removing this pest.
I have access to another system that i can infared any files needed to
reformat the drive and insure a clean install.
I have WinXP SP2 upgrade installed currently but again dont mind setting it
back to original 98se then do the upgrade.

Just go into the Bios ( Read Computer Manual on how to do that ) and set
your Cdrom drive as first boot device.
Then use your WinXP CD to format and reinstall XP.
