missing tcp/ip protocol, but it works

This is a tough one. My Windows 2000 Server has two
NICs. The second is the only one that is enabled and has
been configured pretty much the way I want it. I noticed
recently that it did not list the "Internet Protocol
(TCP/IP)" protocol and the "FIle and Printer Sharing for
Microsoft Networks" client were not listed in the
properties of either NIC. Also, where it says "Connect
using:" it is blank. I guarantee that they are both in
some way working because it is a very active windows file
server, not ftp. I can also view and ping websites from
the server. It has service pack 3 installed. I noticed
this a while after I tried installing service pack 4 and,
at a nother time, a DHCP and WINS server. Service pack 4
tries to install but gives me an error. It says something
about missing file or entery. When I try to install a
DHCP server, it says "Could not install the Dynamic Host
Configuration Protocol (DHCP) component because a file or
registry entry is missing." Anyone have any ideas on
what's wrong with my server?

Service pack 4 tries to install but gives me an error. It says
something about missing file or entery.

The exact error message would seem to be an important element of this post.
