missing tabs in display properties

Hi, I'm working on a system that who knows what happened.
Parts of the registry were deleted. By the way this is
Windows XP home edition. I had to recover the registry
using the recovery console through the xp cd. Did that
got the cpu up. Couldn't use system restore to fix it
either. After I got the registry up I tried multiple
restore points, but after I tried each one it said it
could not restore from that set. So, what my problem is
now is I cannot adjust the display at all. When I open
the display properties all I get is the theme. There are
no tabs to switch to the desktop, adapter, color etc. As
a matter of fact there are no tabs what so ever. Now I
think this is a registry problem. I've searched the
microsoft knowledge base and dell's, no results. I need
some help here, please. Yes, I have tried uninstalling
and reinstalling the video drivers and hardware.

Dell Dimension 4550
Pentium 4 @ 2 ghz
32 mb ATI Rage 128 Ultra video card

I have the same problem after running a windows repair. I
found a couple of other threads with the same problem but
no one seems to have a solution. If you change the theme,
the other tabs will show up temporarily. Here are links
