missing tab button

What happens if you click on it?

if i hold the mouse over it it tells me what is there left tab etc but if i
click it nothing happens. the tab at the end of the ruler is greyed also but
can be moved.
 
When the tab button is saying Left Tab, what happens when you click on the
ruler?

Does this problem persist if you start Word in Safe Mode (press Ctrl as you
start it or start it from a shortcut using the /a switch)?
