Missing System Tools

I just got a call from a friend of mine. She is dangerous around a pc<g>.
She is visually impaired and uses Windows Nartator a lot. She just called
asking where Defrag is. She doesn't have the Systems tools icon under
Start/Accessories any more.

IF she has managed to somehow delete it, and it isn't in recycle bin, what
is the easiest way
to get it back. I'll prob. be looking at the machine tomorrow. TIA
