Missing System File

I am getting an error at startup that says "missing or
corrupt file win2000\system32\config\system". I used my
startup disks in console mode and can see that the file is
missing. I tried copying the system.sav to system, but
startup goes into setup mode and hangs. Is there a way I
can recreate the system file without having to reinstall
Win2000. I want to avoid this so that I don't have tooo
redownload all the system updates again.

Your system registry hive was corrupted and deleted.

Try this:

1. Boot into recovery console
2. run CHKDSK /P
3. Go and copy the SYSTEM hive in C:\Win2000\Repair to
C:\Win2000\System32\Config

Reboot your system. Your system is not going to be too happy about this, but
you will probably be able to recover any data that you may need.

This almost works. The system no longer complains or enters setup, but now
will just keep rebooting. Any additional tips you can give me?

I tried performing the In-Place Upgrade and all the steps worked as in the
tech bulletin. Now what happens is when it tries to boot, it comes up with a
screen that says "Setup is being restarted", then goes to a teal colored
screen with a mouse pointer on it, and then restarts the system. It just
does this repeatedly. Can this be fixed?

If I reinstall Win2000, will I loose all my other installed applications?
Would I be better off installing Win XP?

The original problem was that the System Hive was corrupted, and my repair
disk was reported as being unreadable.
