Missing subject - No Help and Support in Win XP

What is a possible cause and resolution to the Help and Support utility not
responding? It is interfering with other apps when their help files will not
open. Thoughts
 
The only problem with Kelly's Korner is that it doesn't apply in all
instances. 1. thing to do in order to find help files again says to delete
..cab files in help center. I don't know about your computer but mine says,
'NO WAY!' Won't let me delete them. Yes I am the administrator. No matter
what I have tried except wiping the drive clean and starting out alllllllllll
over again and I guess that's what I am going to have to do; they are gone,
gone, GONE! "This page cannot be displayed". Aren't computers fun sometimes?
