Missing space on HD; adding new HD

"My Computer" says that I have two hard drive partitions: System with
a total size of 92.6 GB and Data with a total size of 44.3 GB. But the
hard drive is of 160 GB. Where is the 23.1 GB? Is there a reason other
than that the computer manufacturer left the space empty?

Not related: After adding a new hard drive, should Vista automatically
recognize a fairly new Western Digital HD after booting? It didn't -
shouldn't connecting any available SATA data and power slots between
the HD and the motherboard/PSU be enough?

Check in Disk Management. There is probably a recovery partition.

You need to initialise, partition and format the new disk in Disk
Management. "Computer" will only list partitions that have been created. It
does not show unformatted disks or unused space on a disk.

Hi,
Part of difference is that hard drive manufacturers specify the drive in
decimal
(160GB) while the computer sees binary (149 GB)
