I assume that there are different DLLs based upon the OS. I'll give you the
location of the DLL on a Windows XP system since you don't specify your OS:
C:\Windows\system
C:\Windows\system32
C:\Windows\system32\dllcache
Check the above folders. Wherever you find it, copy it to all of the above
locations. If it is nowhere on your system then try this download link: http://www.dll-files.com/dllindex/pop.php?shell
shell.dll is a library which contains Windows Shell API functions, which are
used when opening web pages and files. More info about shell.dll: http://www.auditmypc.com/process/shell.asp
