Missing Save/Run download dialog box

Guest

When I click on a link to download a file... instead of getting the Save/Run
download dialog box, I instead get a small windows in the left side of the
screen and after few seconds shows "Page cannot be displayed". I am unable
to download it.
How do I get back to the default Save/Run dialogue. Have no idea what I
might have done to cause this to begin with.

OS Windows XP Home Edition SP2.

Thanks

What file types?

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer
[Q303401]
http://support.microsoft.com/default.aspx?scid=kb;en-us;303401

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

If not only .exe files, try this:
Blank Web Page with Placeholder Icon and You Cannot Save a File to
Disk

HKEY_LOCAL_MACHINE\Software\Microsoft\Internet
Explorer\Plugins\Extensions\.exe, this key doesnot exist.
I tried alternate download sources, 61.56.86.122, 152.104.238.194,
202.65.194.18 and I get the same problem.
