MISSING Ref Edit Control

I have an excel workbook created in Excel 2003 and it compiles cleanly.
This excel file is sent out to many people and a good number of them are
getting a compile error when they open it. The error is due to Ref Edit
missing in the references.

I just so happened to find a computer here at my location where I can
reproduce this and the path that it says's it's missing from, is in fact
there, so why does it come up as missing??
