missing or corrupt file

Just replaced ME with XP and after getting new version of Roxio, all ok. Installed a disk for a computer course I am taking, and upon restart of computer next day, got msg "Windows could not start because the following file is missing or corrupt: <windowsroot>\system32\hal.dl
The computer also showed a screen something about Windows 95, which I never had. Previous OS was ME. I tried reinstalling XP, did not work. Where can I obtain this file? Please help, thanks, anne.
