Missing options

There is no Backup option in file; like there was in the Outlook on my down
desktop
There is are options in Rules that allow me to set different sounds for
different Rules. I am only able to create very basic rules, with address,
move to, and exceptions.

Am I missing an Add On or something that was present in the version on my
down desktop?
